PROBLEM TO BE SOLVED: To provide a 2 pot type aqueous composition as the aqueous coating composition capable of forming a hydrophilic surface by using an agent making a coated film surface as hydrophilic which contains an aqueous coating material, tetraalkoxysilane and/or its hydrolytic condensate, without being accompanied by a hydrophilic component decreasing coated film functions, and exhibiting coating material viscosity, coated film appearance and coated film surface hydrophilicity stably. SOLUTION: This 2 pot type aqueous coating composition is characterized in that the composition consists of (1) the aqueous coating material and (2) the agent for making the coated film surface as hydrophilic, wherein, (1) the aqueous coating material consists of a water soluble resin and/or an aqueous emulsion as a coated film-forming component, and (2) the agent for making the coated film surface as hydrophilic contains (A) the tetraalkoxysilane and/or its hydrolytic condensate and (B) an acidic phosphorus compound.
