A drop controller of an emergency-escape-rope is provided to control the braking force properly according to the users' weight and to help all escaping people to escape from the building to the ground safely. A drop controller of an emergency-escape-rope is fixed to an anchor member that is installed on a building, and includes a fixing belt(12), a case(20), a rotation unit(30), a deceleration unit and a safety belt(14). A fixing hook(13) that is fixed to an anchor member is installed on the fixing belt. The case is connected to the lower part of the fixing belt. The rotation unit is installed inside the case. The decelerating unit is fixed to the case, and controls the rotation speed of the rotation unit. The safety belt fixes an escaping person on a rope(35) that extends downwardly from the case.
