PROBLEM TO BE SOLVED: To stabilize an operation voltage by equalizing the suction force of a rotor, simplify the structure and an actuator, selectively set an operation voltage and arbitrarily set the rotation direction of the rotor. SOLUTION: In the electromagnetic actuator 10 in which a rotor 12 rotates in both directions in a predetermined rotation angle on the basis of an input into a coil 14, a yoke 15 is provided with window-like holes 63, 64 for generating the difference in suction force between the rotor 12 and the yoke 15, wherein when the coil 14 is energized, a boundary plane 33 between an N-pole and an S-pole appearing on a cylindrical surface 21b of the rotor 12 faces ends 63a, 64a of the window-like holes 63, 64 or ends 63b, 64b thereof, when the coil 14 is not energized, the boundary plane 33 is set at a position inside the window-like holes 63, 64, thereby holding the rotor 12 in one direction within the predetermined rotation angle.
