PROBLEM TO BE SOLVED: To provide a small and inexpensive electromagnetic wave modulator capable of optionally varying modulating operation time of rise and fall of pulses using one flash lamp. SOLUTION: Pulse light from the flash lamp 1 is divided into two with different illuminances by a half mirror 6a to irradiate two Si substrates 7a, 7b. Modulated electromagnetic waves (wavelength 1×10<SP>-3</SP>to 1×10<SP>-4</SP>m) emitted from an electromagnetic wave source 13 are made incident on a first Si substrate 7a and when the pulse light is irradiated from the flash lamp 1, it is reflected on the Si substrate 7a. Since illuminance of the pulse light with which a second Si substrate 7b is irradiated is smaller than that of the pulse light with which the first Si substrate 7a is irradiated, the electromagnetic waves reflected on the Si substrate 7a transmits the second Si substrate 7b and are output as output electromagnetic waves until a reflection factor of the second Si substrate becomes high. A wavelength division mirror may be used instead of the half mirror 6a to divide the pulse light into two with different wavelengths. COPYRIGHT: (C)2008,JPO&INPIT
