PROBLEM TO BE SOLVED: To obtain a high reception performance even under environment, that a plurality of base stations transmit the same broadcasting signal, while reducing the distortion of a transmission signal from the base stations. SOLUTION: A plurality of subcarriers is divided into the first to the n-th groups, the first to the n-th plurality of carrier signals are generated by mapping data to the subcarriers belonging to the first to the n-th groups, the first to the k-th weights are set to the first to the k-th groups, a plurality of sets of the (k+1)-th to the n-th weights is generated to the (k+1)-th to the n-th groups, the first to the n-th plurality of subcarrier signals are multiplied by the first to the n-th weights by each set, OFDM signals are generated by performing OFDM modulation of the first to the n-th plurality of subcarrier signals multiplied by the first to the n-th weights, sets in which ratio of peak power to average power of the OFDM signals becomes minimum or equal to or less than a first threshold are selected and the OFDM signals corresponding to the selected sets are transmitted.
