PROBLEM TO BE SOLVED: To appropriately monitor whether abnormality occurs and to prevent a data amount of a monitoring image from increasing more than necessary. SOLUTION: This monitoring system is provided with: an imaging part for imaging a moving image in a monitoring area; an equalization image generating part for generating an equalization image obtained by equalizing a plurality of moving image component images included in the moving image picked up by the imaging part; a condition storing part for storing conditions to which the equalization image obtained by equalizing the plurality of moving image component images included in the moving image that it is determined that abnormality occurs are suitable; a suitability determining part for determining whether the equalization image generated by the equalization image generating part is suitable to the conditions; an output moving image generating part for generating an output moving image from the moving image picked up by the imaging part at a display rate lower than when the suitability determining part determines that the equalization image is suitable to the conditions in the case that the suitability determining part determines that the equalization image is not suitable to the conditions; and an outputting part for outputting the output moving image generated by the output moving image generating part.
