PROBLEM TO BE SOLVED: To improve the manufacture efficiency upon developing a photosensitive colored film. SOLUTION: When a photosensitive colored film is developed, a developer solution prepared by adding a nonionic surfactant to an alkali aqueous solution is used. In the developer solution, the nonionic surfactant has a structure including a polypropylene glycol group as a hydrophobic group and a polyethylene glycol group as a hydrophilic group, in which the number average molecular weight of the hydrophobic groups is 1200±275 and the proportion of the hydrophilic groups is 20 to 85 wt.%.
