PROBLEM TO BE SOLVED: To provide a tube processing device capable of forming a diameter-reduced part on a continuously moving glass tube with a relatively simple structure, and thereby improving production efficiency without increasing cost related to manufacturing equipment; and a lamp manufacturing device. SOLUTION: This tube processing device 31 includes a transport means transporting glass tubes 11, burners 39A and 39B as heating means, and pairs of rotating rollers 40A and 40B. The burners 39A and 39B are arranged along a path for transporting the glass tubes 11 therethrough, and heat respective predetermined parts of the glass tubes 11. The pair of rotating rollers 40A and 40B is arranged to sandwich the respective predetermined parts of the glass tubes 11 brought into a softened state by being heated by the burners 39A and 39B, and the distance between the pair of rotating rollers 40A, 40B is set smaller than the width of the glass tube 11.
