PROBLEM TO BE SOLVED: To reduce variation in manufacturing and to improve the characteristics, in a wavelength conversion element. SOLUTION: First, a chirp forming region 102 is set in a region, including at least an optical propagation region of a substrate 101, and next, the chirp forming region 102 is conceptually divided to a plurality of blocks 104-1, 104-2, and so on, along the propagation direction of signal light P1. Furthermore, a plurality of virtual polarization inversion regions 106, which are the same in the length to a propagation direction and are equally spaced are set conceptually for each of blocks 104-1, 104-2, and so on. Then, the number of pieces of virtual polarization inversion regions 105, where the polarization is actually inverted is determined for each block 104-1, 104-2, and so on, and thereby, the absolute value of wavelength conversion efficiency is adjusted for each of block 104-1, 104-2, and so on. Since there is no need for setting the position and width of the polarization inversion one by one, manufacturing is facilitated, and the wavelength conversion characteristics are improved, as well.
