Provided is a rehabilitation training system including a pedal apparatus that a patient directly pedals configured at one end of the rehabilitation training system, to strengthen lower limbs that are capable of being strengthened. The pedal apparatus (10) employed to rehabilitate lower limbs of a patient includes: a rotor (110); a pedal (120) configured at either side at a center of the rotor (110); and a housing (130) including a fluid compartment (132) defining an insertion hole (133) in a side thereof to hold a portion of an outer periphery of the rotor (110) and store a viscous fluid (134) that hardens through an inner electrical signal, and an electromagnetic field housing (136) provided with a coil (138) therein, the coil (138) providing an electrical signal to the fluid compartment (132).
