The amount of paint for forming a porous heat-resistant layer supplied to the peripheral surface of a gravure roll is partially removed and adjusted by a blade so provided as to be in contact with the peripheral surface. A resin blade is used as the blade. The position in which the blade is in contact with the peripheral surface of the gravure roll is varied with the wear of the resin blade. With this, it is prevented that the amount of paint removed from the peripheral surface of the gravure roll is varied, and thus the excessive amount of paint supported on the peripheral surface of the gravure roll is precisely removed. A substantially constant amount of paint is transferred from the peripheral surface of the gravure roll to the surface of the electrode, and consequently a porous heat-resistant layer having a substantially uniform thickness can be stably formed an industrial scale.
