PROBLEM TO BE SOLVED: To notify a mobile information terminal about a moving route in disaster to notify appropriate information for moving in the disaster even when a user does not have knowledge about the disaster. SOLUTION: When a present position and a moving destination of the mobile information terminal 1 is decided, places to be avoided are retrieved when calculating the moving route from the present position to the moving destination in reference to a route attribute information DB 35. Information about the "place to be avoided", and present position information and the moving destination information of the mobile information terminal 1 are transmitted to a moving route retrieval server 7 and a railroad route retrieval server 8. A route requiring shortest-time for arriving at the moving destination among the calculated routes is selected as the route, and a route notification server 3 transmits selected moving route information, map information on the route, required time information, and the information about the "place to be avoided" to the mobile information terminal 1.
