PROBLEM TO BE SOLVED: To provide a program generating system for clarifying the points of change in a program, and for easily changing target program language. SOLUTION: Several keywords related with a change are extracted from specification model information for expressing the specifications of a program to be generated with the column of keywords, and a set value corresponding to each keyword is designated by a change designating means. Program specification information set with the set value at the part corresponding to each keyword in the specification model information and program processing information for expressing the specification model information as the column of processing and program template information for expressing the column of processing as the template of the program are input, and a target program is generated by setting the set value in the predetermined part in the template corresponding to each keyword.
