PROBLEM TO BE SOLVED: To provide a flash fixing device capable of maintaining fixing properties, while avoiding the increase in power consumption and the deterioration in a flash lamp caused by the increase in a voltage applied to the flash lamp and the increase in a light emission frequency. SOLUTION: A controller for a fixing device is provided with a light emission control means 33 which performs control so that a plurality of flash lamps 24 separated into two or more flash lamp groups 34 and 35 may emit light at timings different in each of the flash lamp groups and a compensating means 43 which compensates the attenuation over time of the irradiation energy of the plurality of flash lamps, by controlling the light emission timing of each flash lamp group by the light emission control means.
