PROBLEM TO BE SOLVED: To give a bus use right to a master having a highest priority for transfer requests from a plurality of masters, on a plurality of buses. SOLUTION: A first bus arbitration device for arbitrating the right to use a first bus permits access to a second bus via a bridge in response to a first transfer request for a bridge connecting the first bus and the second bus from a master linked to the first bus. If there is a second transfer request with a higher priority than the first transfer request from another master linked to the first bus, while a second bus arbitration device arbitrates the right to use the second bus, the priority of the second transfer request is reported to the second bus arbitration device.
