PROBLEM TO BE SOLVED: To popularize signature debit cards by eliminating the risk of overspending incurred by financial institutions when signature debit cards are used and burdening credit card companies within existing overspending risk ranges.

SOLUTION: When the signature debit card 130 is used with a credit card POS terminal 111, a first final sales message in JIS I format sent from a back end system 10 is received by a payment processing support apparatus 20 where it is converted into a second final sales message in JIS II format and sent for debit settlement to a financial institution accounting system 30. If the settlement is rejected, the first final sales message is sent for credit settlement from the payment processing support apparatus 20 to the back end system 10 for credit cards 110.
