PROBLEM TO BE SOLVED: To provide a test signal generation apparatus and its method suited to the measurement of a bit error rate of a DVB-H broadcasting tuner. SOLUTION: A test signal generator 2 has a false random code generator 20 for generating false random codes in a burst form while holding the continuity of the codes and is allowed to intermittently operated by the burst form in response to an operation control signals from circuits 22, 24. During one burst period, a string of false random codes is generated in a certain sequence and the first code of the false random code string generated in the burst period is continued to a final code of a false random code string generated in a just preceding burst period.
