PROBLEM TO BE SOLVED: To provide a light control film which shows high contrast and excellent response to application/non-application of an electric field, and delivers a stable light control function even under a low frequency region. SOLUTION: The light control film has a light control layer which is constructed by dispersing a light control suspension comprising light control particles dispersed in a dispersion medium in a fluid state in a resin matrix formed of a polymer medium, and which is interposed between transparent conductive substrates, wherein the light control film delivers the light control function based on the application/non-application of the electric field under the low frequency region.
