PROBLEM TO BE SOLVED: To prevent improper connection of a wire to a wire connection hole at a terminal section of a watthour meter, and to prevent use of electric power without permission after at least a meter section of the watthour meter is detached. SOLUTION: A device 1 for preventing improper connection and for sealing comprises a frame 2, wire connection holes 3-9 which are arranged on the frame in the same arrangement of the wire connection holes at the terminal section of the watthour meter, and a fastening means for fastening wires 10-14 connected via the wire connection holes 3-9. The device 1 for preventing improper connection and for sealing further comprises a door mechanism 21 for covering the fastening means and a sealing means for sealing the fastening means by the door mechanism 21. Each of the wires 10-14 connected to the respective wire connection holes 3-9 of the device 1 may be individually detached therefrom to be connected to each of wire connection holes 55-60 of a terminal section 39 in the same arrangement of the wire connection holes 3-8 of the device 1 so that the sealing is carried out by preventing improper connection, thereby preventing the use of the electric power without permission.
