Provided is a radio transmission device including: time frequency axis conversion means which subjects a time axis signal to Fourier transform so as to generate a plurality of frequency signals; subcarrier allocation means which segmentates the frequency signals into a plurality of blocks so that frequency signals constituting the respective blocks are allocated to continuous subcarriers; transmission power adjusting means which adjusts the transmission power of the transmission signals formed by the subcarriers; and control means which controls the subcarrier allocation means and the transmission power adjusting means so that the number of frequencies constituting one block increases as the transmission power increases.
