<P>PROBLEM TO BE SOLVED: To improve the quality of communication carried out through a transmission line where a signal has steady distortion. <P>SOLUTION: An A/D converter 82 acquires a signal value of a specified symbol from the signal transmitted through the transmission line. A correlation coefficient acquiring unit 83 finds coefficients of correlation with distortion characteristics as characteristics of a waveform that the signal value of the specified symbol having distortion represent by combinations of values of a predetermined number of symbols according to the waveform that the signal value of the specified symbol represents and combinations of the value of the specified symbol and values of a predetermined number of symbols transmitted before the specified symbol. A selector 84 selects distortion characteristics having high correlation with the waveform that the signal value of the specified symbol represents based upon the correlation coefficients found by the correlation coefficient acquiring unit 83, and a bit determining unit 85 determines a value of a symbol based upon a combination of values of symbols corresponding to the distortion characteristics selected by the selector 84.
