<p><P>PROBLEM TO BE SOLVED: To perform suitable quantization control even when CABAC encoding is used. <P>SOLUTION: In an entropy encoding device 20, a CAVLC encoding device 20a performs reversible encoding of a quantization conversion coefficient from a quantizer 18 on a CAVLC basis and at the same time, a CABAC encoding device 20b performs reversible encoding of the quantization conversion coefficient from the quantizer 18 on a CABAC basis. Output code data of the CABAC encoding device 20b are output as the output of an encoding device 10 to the outside, and motion information, information showing CABAC as entropy encoding, etc., are inserted into the header thereof. A code amount correcting device 40 multiplies a generated code amount of the CAVLC encoding device 20a by a correction coefficientαand supplies the result to a qunatization control unit 42. Encoding efficiency of the CAVLC encoding device 20a and encoding efficiency of the CABAC encoding device 20b are previously examined and the correction coefficientαis determined based upon the ratio of them and set in the code amount correcting device 40. <P>COPYRIGHT: (C)2008,JPO&INPIT</p> |
