PROBLEM TO BE SOLVED: To provide a data transmission device and a data reception device that use a Y-00 protocol capable of preventing a wiretapper from deciphering data based upon a transition pattern of multivalue signal level. SOLUTION: The data transmission device has a multivalue code generator which generates a multivalue code sequence varying in value substantially at random using predetermined key information, and a multivalue signal modulator which generates a conversion multivalue signal based upon shared information shared with the reception device, the multivalue code sequence, and information data, modulates the conversion multivalue signal in predetermined modulation form, and outputs the resulting signal as a modulated signal. The conversion multivalue signal is a signal having a plurality of mutually different signal point arrangements, and the multivalue signal modulator changes the plurality of signal point arrangements of the conversion multivalue signal according to the shared information shared with the reception device.
