A protective panel (1) having a touch panel function, fitted without a gap in a panel fitting section (52) of a casing, which has an opening (51), such that the outer surface of the panel is flush with other surfaces and protecting the surface of a display device (60) placed so as to be viewable from the outside. In the protective panel (1), an upper electrode-side sheet (20), which has formed on it a decorative layer (23) and upper electrodes (41, 42), and a lower electrode-side sheet (10), which has lower electrodes (31, 32) formed on it, are arranged such that the electrodes of each sheet are opposite to each other. A step adjustment section (45) having substantially the same thickness as the upper electrodes (31, 32) is provided at a non-electrode section, in which the upper electrodes (41, 42) are not provided, on the lower face of the upper electrode-side sheet (20), and the step adjustment section (45) is provided so as not to be short-circuited to the upper electrodes (41, 42) and lower electrodes (31, 32).
