Rule comparing means (101) handles the access right (a combination of a subject, an object and an action) of a rule derived from the policy as a point on a multi-dimensional coordinate space, creates a restricted rule by giving an attribute (restricted ID) representing the restriction to a point influenced by the restriction, stores the restricted rule in rule storage means (102), compares the relation among the restriction used as a reference of conflict verification and the access rights with the position relation on the coordinate space, and judges if the access rights conflict with one another.
