<p><P>PROBLEM TO BE SOLVED: To more accurately and remotely recognize abnormality of a person to be monitored, and to surely cope with the abnormality of the person to be monitored while performing efficient monitoring by eliminating any wasteful contact or dispatch. Ž<P>SOLUTION: An abnormality decision means 112 decides the abnormality of the person to be monitored when it is detected that the person to be monitored is present in a residence, and decides the abnormality of the inside of the residence when use circumstances different from the usual are collected, and when the person to be monitored is not detected in the residence, and decides the abnormality of intrusion showing that any person other than the person to be monitored has intruded from the outside when it is detected that locking has been released from the outside, and that the person to be monitored is present in the residence.
