PROBLEM TO BE SOLVED: To provide a ticket issuing device which can be used by another user while a user is waiting for a reply from an operator. SOLUTION: This ticket issuing device is provided with: a display part for displaying various screens including an initial screen where a plurality of ticket issuing buttons is displayed; a touch panel type display 10 functioning as an input part for enabling a user to perform a ticket issuing operation; a communication part for enabling the user and an operator who operates a remote terminal 3 to make a conversation with a voice or video; a communication part 18 for making an inquiry about whether or not the operator at the remote terminal 3 side is able to answer when an operator answer request for requesting ticket issuing processing based on communication with the operator is input on the display 10; and a control part 20 for displaying an initial screen on the display 10 while the user waits for a reply until receiving a reply showing that the operator is able to answer from the remote terminal 3, and for accepting the ticket issuing processing of another user.
