PROBLEM TO BE SOLVED: To provide a bearing having durability to a high load without worsening its profitability while avoiding an increase in the size, and to provide a base isolation device. SOLUTION: The bearing 1 comprises a hollow housing 2, a large-diameter outer ball 3 rotatably held by the housing 2, a ball seat 4 having a spherical recessed face 41a whose center of curvature corresponds to the center of the outer ball 3 and which is opposed to the outer ball 3, and a plurality of inner balls 5 mounted between the outer ball 3 and the ball seat 4 and stored in the housing 2, and each having a smaller diameter than the outer ball 3.
