PROBLEM TO BE SOLVED: To provide a communication device, a server device and an information processing system, capable of sufficiently restraining a communication efficiency from getting low. SOLUTION: In the information processing system 10 having a cellular phone 100 and a relay server 200, the cellular phone 100 includes a transmission queue 182 storing a request, a request coupling part 187 for transmitting the requests stored until a time point after standing by, collectively to the relay server 200, after standing by a preset request waiting time, and a request waiting time calculation part 184 for setting the request waiting time in the request coupling part 187 to shorten a time required for arrival of all the requests to the request coupling part 187, in transmitting collectively the requests stored in the transmission queue 182 and the requests stored thereafter, after standing by the request waiting time, compared with that in case of transmitting those individually.
