ENCODING METHOD CONVERSION APPARATUS

PROBLEM TO BE SOLVED: To solve a problem that a conventional encoding method conversion apparatus for converting an MPEG stream can not suitably set the strength of an intra-loop deblock filter in a second encoding method.

SOLUTION: An encoding method conversion apparatus for converting first encoded data encoded by the first encoding method into second encoded data is provided with: an H.264 decoder 101 for decoding the first encoded data; a deblock filter strength calculation part 103 for calculating the filter strength of a deblock filter in the second encoding method by using any of encoding types other than an encoding type of the first encoded data out of decoded information obtained by decoding the first encoded data; and a deblock filter 104 for reducing noise on a block boundary in accordance with the filter strength calculated by the deblock filter strength calculation part 103.
