PROBLEM TO BE SOLVED: To obtain a program creation support device and a program execution device in which, even in a case of a complicated FB, increase of a workload and growing large amount of the user defined FB are avoided, and FBD program creation time is shortened. SOLUTION: The program creation support device is equipped with a user defined FB parameter setting means having a user defined FB creation means and the user defined FB processing execution code generation means to define a new function or the function block by combining the program instruction including the user defined FB defined in advance and to set up the user defined FB parameter of the user defined FB; and a user defined FB parameter set value holding means to hold the user defined FB parameter set value set up by the user defined FB parameter setting means.
