PROBLEM TO BE SOLVED: To devise a fixing device so that satisfactory fixing free from fixing failure or feeling of tuck is applied to images different in thicknesses of toner layers on a recording medium as in a color photographic image when a foamed fixing liquid is applied to unfixed toner on the recording medium by the use of a rotatable contact application means. SOLUTION: The fixing device is configured such that a fine resin particle layer 3 containing a coloring material, formed on a recording medium 2, is fixed to the recording medium 2 by a fixing liquid containing a softening agent that softens the fine resin particles by dissolving or swelling at least part of the resin. The fixing device includes: a fixing liquid foaming means 11 for foaming the fixing liquid; a contact application means 20 for applying the foamed fixing liquid to the fine resin particle layer 3 on the recording medium 2; a foamed fixing liquid supply means 12 for supplying the foamed fixing liquid to the contact application means; and a thickness control means for controlling the thickness of the foamed fixing liquid layer on the contact application means. According to the thicknesses of the fine resin particle layer 3 on the recording medium, the thickness of the foamed fixing liquid layer on the contact application means is controlled.
