<p><P>PROBLEM TO BE SOLVED: To provide a technology for preventing a vehicle from erroneously communicating with an adjacent antenna in a smart IC (interchange) system. <P>SOLUTION: In a road side controller 100 for controlling an antenna 20 located on a smart IC lane, a vehicle passage determination part 1403 browses passage history information (a toll gate number, a lane number, and passage time) written in an IC card of onboard ETC equipment detected by a vehicle detector 30. When the toll gate number in the passage history information corresponds to the toll gate to be controlled by the road side controller 10 and the lane number corresponds to that of an opposite lane to be controlled by the road side controller 10 and the passage time shown in the passage history information is within a specified time (for example, 60 [sec]) from the current time, the vehicle passage determination part 1403 determines that communication is erroneously established with a vehicle driving on the opposite lane and forcibly ends the communication.
