<P>PROBLEM TO BE SOLVED: To provide a developer supply device capable of highly accurately supplying developer having a constant carrier concentration to a developing device, and to provide an image forming apparatus having this device. <P>SOLUTION: Each of stir vanes 1 serving as developer damming means is attached to the rotating shaft 85c of a second upper screw 85 between the screw pitches of the rotary vanes 85b. The flow of developer conveyed by a first upper screw 84 is temporarily dammed by the stir vanes 1 disposed on the rotating shaft 85c of the second upper screw 85. Further, some of the developer is vertically thrust upward. Accordingly, a toner and a carrier are stirred, uniformly mixed, are frictionally charged.
