PROBLEM TO BE SOLVED: To provide a route guidance technique capable of avoiding a traffic restriction in a simple and appropriate manner. SOLUTION: A navigation apparatus is provided, which receives traffic information from a VICS (vehicle information and communication system), and the like, and acquires accident information included therein. If there is information about an accident on a planned route, the type of the accident, the ratio of travelable lines and the time zone are obtained, and an avoidance area is set, and then the avoidance area is varied based on the elapsed time from the occurrence of the accident, in accordance with a fixed rule.
