PROBLEM TO BE SOLVED: To solve the following problem: when scan-conversion of interlace video into progressive video is performed, a load of calculation processing becomes heavy in order to remove streak-like noise. SOLUTION: Luminance data corresponding to a coordinate (1, 1) from an odd-numbered field of a video frame stored in a memory 12, luminance data corresponding to a coordinate (1, 2) from an even-number field and luminance data corresponding to a coordinate (1, 3), from an odd-numbered field are reads as a set of luminance data, one luminance data of an intermediate level value is selected as an intermediate value from the set of luminance data, and the luminance data corresponding to the coordinate (1, 2) are replaced by the intermediate value.
