PROBLEM TO BE SOLVED: To provide a semiconductor device capable of preventing an increase in a substrate size even when a capacitor used in a DC-DC converter circuit is formed on a glass substrate, and to provide a display device using the semiconductor device. SOLUTION: The semiconductor device includes, a circuit (data line driving circuit 302) fabricated on an active matrix substrate 101, a metal wire (first power supply wire 510) connected to the above circuit, a power supply circuit 304 generating a secondary power potential (+9 V or -4 V, for example) based on a primary power potential input from an exterior of the substrate (+5 V power supply supplied from a signal input terminal 320), and a first capacitor (by-pass capacitor 502-2A) connected to the power supply circuit. The first capacitor is formed from a metal thin film or a semiconductor thin film on the substrate, and the first capacitor and the metal wire have at least a partially overlapped region in a plan view.
