PROBLEM TO BE SOLVED: To optimize a communication route in a network based mobility management protocol. SOLUTION: The present invention eliminates the need to transfer a data flow between two communicating hosts to a home agent at all times in order to reduce transmission/reception routes between the two communicating hosts and optimizes a communication route, without applying the load of a mobile terminal, using signaling between network components such as an access gateway (AGW) and a home agent (HA), a binding cache in the access gateway and the home agent, a binding query/response, a ring/bus/mesh topology, and localized multicast.
