PROBLEM TO BE SOLVED: To provide an information recording/reproducing device and an information recording/reproducing method which enable the starting time of the device to be shortened, the starting time being necessary for reproducing information from a hybrid disk having a plurality of recording layers corresponding to different formats or necessary for recording information in a recording medium according to the format (standard) to which the recording layer corresponds. SOLUTION: In start processing when information is read from the hybrid disk where two or more recording layers of different formats are integrally formed, the processing is limited to a specific recording layer of the hybrid disk, setting at the time of starting is changed so that the starting processing can be started from reading information recorded in the limited recording layer, and in the changed starting processing, information is read from the specific layer of the hybrid disk by an interface compliant with ATAPI, and thus, starting time necessary for displaying or reproducing the read output is shortened.
