<p><P>PROBLEM TO BE SOLVED: To prevent or reduce a delay of voice data even when transmitting a large data amount of image data or the like. <P>SOLUTION: This transmission control server device controlling transmission and reception of voice signals and control signals to a communication terminal to achieve PoC (push-to-talk over cellular) talk between the communication terminals by a SIP (session initiation protocol), stores image data acquired from the communication terminal and to be displayed on a display screen of the other communication terminal, and transmits the image data to the other communication terminal when detecting that the voice signal is not being transmitted/received.
