PROBLEM TO BE SOLVED: To provide a DME (distance measuring equipment) ground-based apparatus that is sufficiently adaptable even when the number of transmission pulses increases, and which is easy to adjust and can be made compact. SOLUTION: A transponder part 13 of a DME ground apparatus 10 detects transmission rate transmitted as a response signal; and if the transmission rate increases, it performs control to raise the threshold of the reception level of the pulse detection part 16, provided in the transponder part 13 that corresponds to the increase.
