PROBLEM TO BE SOLVED: To provide a system capable of selecting a method for analyzing the degree of effects of noise to perform the analysis, monitoring and evaluating a noise level at an evaluation point isolated from plurality of noise sources, preventing the degree of effects of noise from reaching a dangerous level, and specifying the noise sources. SOLUTION: Noise measuring devices are installed at the evaluation point for evaluating noise and noise sources to acquire data by noise of the noise sources at a plurality of locations. An equivalent noise level at the evaluation point is determined on the basis of the noise level data. A value of equivalent noise level data is compared with a management reference value to determine whether the value of the equivalent noise level data exceeds the management reference value or not. A noise level variation pattern by the noise sources is compared with a noise level variation pattern at the evaluation point to determine the presence or absence of the effects of construction noise to output an alarm signal and analyze the degree of effects of the noise sources at the evaluation point by the noise measuring devices.
