PROBLEM TO BE SOLVED: To provide a guidance device and a guidance system capable of performing accurate guidance even when the sufficient information necessary for guidance can not be obtained. SOLUTION: The information relating to flying coarse photographed by a guidance device of a leading shell is transmitted to a guidance device controller, and the guidance device controller corrects the flying coarse and transmits the same to a following shell. Thus according to the guidance device and the guidance system of this embodiment, the following shell can be accurately guided even when the sufficient information necessary for guidance can not be obtained in launching the leading shell.
