PROBLEM TO BE SOLVED: To provide a personal identification communication system and program in which it is possible to speedily get in contact with a person in a moving image. SOLUTION: The personal identification communication system comprises: an imaging means; a display means capable of displaying thereon an image based on image data picked up by the imaging means; a selection means for selecting the predetermined region of the displayed image; a storage means for storing a plurality of pieces of reference face information data and a plurality of pieces of identification information data made to correspond to the respective reference face information data and for specifying a communication destination to a portable terminal; an acquisition means for acquiring acquisition face information data from the image data; a reference face information data determining means for determining reference face information data corresponding to the acquisition face information data on the basis of the acquisition face information data acquired from the image data in the selected region and the plurality of pieces of reference face information data; and a communication means for communicating with the portable terminal to which identification information data corresponding to the determined reference face information data are assigned.
