A device for encoding/decoding audio signal and a method thereof are provided to improve the encoding/decoding efficiency by reducing quantity of operation in the domain conversion process in the coding of the input signal. An input signal is changed to time/frequency domain from time domain by the first conversion method(71). A stereo parameter is extracted from the changed signal of time/frequency domain, and encoded. The signal which is changed to time/frequency domain is down-mixed(72). Each sub band of the down-mixed signal is changed to a frequency domain by the second conversion method(73). The converted frequency signal is encoded at the frequency domain(74).
