A material construction for a varistor having core-shell fine structure is provided to control electrical property of varistors precisely by being made of vitreous materials which is nearly not reacted with materials of core construction. A material construction(11) for a varistor having core-shell fine structure is formed of a core construction(14) manufactured of conductive of semi-conductive materials and a shell structure(12) manufactured of vitreous materials which is not reacted with the material of the core construction in order to surround the core construction. The conductive material is the combination of one or more metals selected from Fe, Al, Ni, Cu, Ag, Au, Pt and Pd or the combination of alloies of the metals.
