A contents providing system having a transcoding function of video contents is provided to convert contents into a file format suitably for kinds of various electronic appliances. A control server(213) controls a web server, a file receiving server, a transcoding server, a storage and a file transmitting server. A setting unit sets an encoding method of image data and an encoding method of voice data with regard to at least one file format. A decoding unit divides and decodes video contents into image data and voice data.
