An apparatus for analyzing a cause when call disconnect and call setup fail in a handoff process and communication between a base station and a mobile terminal are provided to analyze wireless environment and wireless state without an understand procedure. A measuring unit(110) measures a wireless environment. An abnormal determining unit(120) determines whether to fail call connection and call setup. An analyzing unit(130) analyzes a cause of abnormal call generation by using a wireless environment parameter through a measuring unit and a common wireless interface message. A cause displaying unit(140) classifies a cause according to the result of the analyzing unit by the corresponding abnormal call.
