RATE CONTROL METHOD AND APPARATUS FOR INTRA-ONLY VIDEO SEQUENCE CODING

A bit rate control method and an apparatus thereof using only intra-picture when coding the video sequence are provided to prevent the overflow and underflow of a buffer storing a bit stream by generating an amount of bits by a macro block when coding video sequence only through infra picture. Intra pictures are divided to a specific picture group and the target bit amount of the divided picture group is determined(310). The target bit of slice based on the target bit of the group of picture is determined(320). The target bit of the macroblock equipped in the slice based on the target bit of slice is determined(330). The quantization coefficient of the current macro block encoded in consideration of the amount of bits generated to the target bit of the macro block is calculated(340).
