A vegetation mat to be installed for the blooming of flower seeds on the inclined plane or vertical plane of a road, and a method for constructing the vegetation mat are provided to allow the vegetation mat to be transferred and stored conveniently even if a flower seed and artificial soil are accommodated. A vegetation mat comprises a capsule coupling plane(30) of fiber which is closely adhered to the inclined plane or vertical plane and is provided with a plurality of flower seeds capsules(40) formed by a constant interval which has a blooming promoter; a cover paper(20) made of paper material which is formed at the upper part of the capsule coupling plane to prevent the discharge of the blooming promoter and the flower seed accommodated in the flower seed capsules; and an upper net(10) which is provided at the upper part of the paper cover and is made of jute.
